The Failure of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: positive announcements are delivered from different nations. Considerable effort is expended on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a ability enabled by timely intelligence. From vantage locations, defense planes that had been deployed to counter approaching aerial threats roared overhead – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through Western nations. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: maybe the incoming missile won't cause damage this time, sparing the city from catastrophe and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a rapid response unit – most likely Western-made equipment. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its target.

With pauses, this carried on until dawn. Kyiv faced the morning news: several casualties, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on Western support – a need that regional partners are evidently unprepared to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from US administration provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new initiative from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This cycle will, undoubtedly, endure.

Strategic Calculations

It is tempting to accuse particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government presumes that it is impossible to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, US leadership does little to discourage Russia, through words or deeds, from believing that the situation will not change more in its benefit in the months ahead.

Divergent Views

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but averting a entire defensive failure until circumstances change in its favour.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, individual motivations are coming into play: political desires to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.

While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
